From Counter-Terrorism to Counter Violent Extremism: An Analysis of Pakistan’s Internal Security Policies

Abstract

Countering violent extremism has emerged as an important part of Pakistan’s counter-terrorism strategy. This paper aims to discuss how Pakistan’s counter-terrorism strategy has moved beyond the hard measures to counter violent extremism while recognizing and giving precedence to soft measures. In doing so, this paper examines Pakistan’s policy responses, with a specific focus on the promulgation of the National Internal Security Policy 2014-2018 & 2018-2023. Within the context of a wider analytical
discussion, this article argues that several important strands of the internal security policies point towards a significant detachment from traditional hard measures; thus, re-conceptualizing the paradigm in order to address the root causes or structural determinants of violent extremism.
